Job Purpose |
To support the Director of Building Control in the successful delivery of a technically robust, profitable, competent, customer and commercially focussed compliant service with particular focus on managing and growing the specialist and commercial Building Control Team with responsibility for partnership services and coordination. To provide support and engage in the development of complex, specialist, commercial, mixed-use, special building control projects and partnership services, working with other departments to maximise opportunity to meet and exceed growth targets. Effective application of building regulation knowledge and the efficient assessment and processing of building regulation applications and working with builders and/or technical staff to develop good customer relations; whilst leading a team of building control project managers and surveyors to achieve success. |
Key Responsibilities: |
- Oversee, manage, develop and grow a team of specialist building control professionals responsible for delivering commercial, complex, mixeduse and special project building control functions. This includes managing the ‘higherrisk building’ (HRB) runoff in line with agreed targets and KPIs.
- Support the Director of Building Control in promoting MDWSS building control services in line with business and sales objectives, particularly targeted growth in complex, commercial and partnership work. Lead on developing relationships, customer engagement and promotional activities to maintain and grow profitgenerating income. Provide coordination support to the wider building control team relating to general, specialist and regional partnership liaison and administration.
- Provide leadership and oversight of the house type approval (HTA) system, working closely with the HTA Coordinator to develop, review and refine systems, processes and methodologies that ensure efficient, compliant and timely delivery for both internal teams and external partners.
- Take responsibility for managing your own workload, including the assessment of building regulation applications for complex, commercial, highrise and other nonresidential developments. Act as the primary client and designer/principal designer contact during the design phase and through construction for design amendments. Assess detailed drawings and supporting information in line with procedures and performance targets. Contribute to the assessment of other development types where required.
- Assist in resolving problems related to initial notices, design approvals, site work and final certificates through persuasion, negotiation and, where required, formal proceedings.
- Undertake site inspections of ongoing or completed work when required to support team workload, and attend sites for prestart, principal designer, principal contractor or client meetings as appropriate.
- Support the Director of Building Control, Head of Building Control Technical Delivery and Head of Building Control Regulatory Operations in leading and overseeing the building control function. This includes resource planning, business development, achieving KPIs, monitoring developments and ensuring compliance with operational standards and professional conduct rules, while delivering profit in line with Business Plan targets.
- Provide technical oversight of the Commercial and Partnership Team in accordance with the Supervision and Technical Oversight Policies. Act as the ultimate escalation point for daytoday technical queries and issues within the supervision structure. Escalate matters to the MDWSS SLT Technical Policy Committee where necessary, with the support of the Head of Building Control Technical Delivery and the Head of Building Control Regulatory Operations.
- Contribute to the development and maintenance of technical and procedural audit processes, working with the Head of Building Control Regulatory Operations. Support the delivery of technical audits of surveyors/inspectors within the team to ensure service quality, compliance, achievement of objectives and adherence to KPIs.
- Assist in managing the provision of bespoke quotes for building control services as directed by the Director of Building Control, ensuring quotes are produced, communicated and recorded in line with policy and KPIs.
- Support the Director of Building Control in identifying, managing and responding to building control complaints, ensuring timely and successful resolution in line with agreed policies and procedures.
- Liaise with the Head of Building Control Regulatory Operations to develop and implement policies and procedures relating to complex, commercial, specialist and partnership work, and support the development, management and operation of the company’s quality management system as required.
- Undertake any other reasonable duties appropriate to the role.

Skills & Experience |
- Comprehensive knowledge and understanding of the Building Regulations, associated legislation, technical/procedural guidance/rules and construction standards.
- Basic understanding of general insurance principals and terminology.
- Experience of working strategically, developing excellent processes and procedures.
- Experience of managing and leading remote teams.
- Ability to undertake site inspections to assess both quality and the cause/effect of building defects.
- Commercial awareness and ability to work as part of a team.
- Ability to create good working relationships with other construction professionals and work effectively with members of the public.
- Ability to meet deadlines and manage own workload within agreed parameters.
- Working knowledge of Microsoft 365 suite of apps (Word, Excel, Outlook, SharePoint for example).

Qualifications and Educational Requirements: |
- Fully qualified Surveyor (MRICS, MCABE, MCIOB or similar) with management experience desirable, having minimum Class 2F, but ideally 3G and 3H Registered Building Inspector (or be willing to work towards to suit the demands of the role and the RBCA). In addition, (desirable) Class 4 (Technical Manager) Registered Building Inspector, or be willing and keen to work towards attainment.
