OverviewThe purpose of this role is to support the UK Regulatory Affairs Director and the Compliance Director (Regulatory Affairs Team) in the delivery of a robust regulatory approval process and on time regulatory reporting to ensure Gallagher can continue to meet its regulatory obligations. A guiding principle of the role is to balance business opportunities and other commercial considerations, where appropriate, with compliance risks to maximise corporate performance and minimise financial, regulatory and reputational loss.
How you'll make an impactRegulatory Approvals
- Work with the Compliance Director and the wider Regulatory Affairs Team to provide support, advice and guidance on the interpretation of the FCA Senior Managers & Certification Regime (SMCR) applicable to solo regulated firms.
- Participate as a representative of Compliance on the SMCR Working Group, working with HR and Company Secretariat to deliver accurate and timely agenda/meeting packs, minutes and dealing with follow up actions on behalf of Compliance to support the Executive Owners of SMCR.
- Preparation of FCA Senior Manager applications and Statements of Responsibility including the coordination and collation of all required documents, the drafting and revision of SMCR training materials for Senior Managers and helping to provide prompt responses to the FCA where further information has been requested as part of Senior Manager applications.
- Responsible for being the Regulatory Affairs Team lead and SME in relation to the Corporater system, its use and further development in relation to workflows, reporting and record keeping associated with SMCR, GFSC and JFSC
- Assist with the preparation and submission of Executive Director/Non-Executive Director/Authorised Insurance Representatives Applications to regulatory jurisdictions outside of the scope of the FCA including those related to the Guernsey Financial Services Commission (GFSC) and Jersey Financial Services Commission (JFSC).
- Lead on work to further develop and document the process to support Executive Director/ Non- Executive Director/ Applications related to GFSC and JFSC
- Prepare and/or coordinate the completion of new license application and regulatory approvals, including change in control applications and trading name applications as well as maintaining the records for existing licences and approvals accurately and to agreed deadline.
- Responsible for performing and reporting to the SMCR Working Group on the annual reconciliation process of the Corporater Records [SMCR population; their association with entities; Senior Management Functions being performed; and the assignment of Responsibility for Insurance Distribution] against the Gallagher Management Responsibility Maps stored outside Corporater and the FCA Register.
- Regulatory Reporting
Working with the Gallagher Centre of Excellence (GCoE) Risk & Compliance team and within reporting requirements and guidelines of the FCA and other regulators including the Central Bank of Ireland, Jersey Financial Services Commission, Guernsey Financial Services Commission and the Isle of Man (IOM) Financial Services Authority, manage prepare and/or coordinate the non-financial elements of the FCA RMAR and other regulatory returns, ensuring appropriate record keeping and supporting evidence. Through a process of engagement with the business identify, investigate,challenge and seek explanation for variances of data, seek out solutions to reporting problems, and resolve issues in a timely fashion, referring more complex problems to the Compliance Director.
Lloyd’s Approvals
- Responsibility for running the annual Lloyd’s Non-Underwriting Working Members nomination and approval process, and subsequent Lloyd’s invoicing activity
- Oversee the activities undertaken by the GCoE Risk Team in relation to Lloyd’s Passes. The includes review and sign off and submission of all applications on behalf of the Compliance Director
Other Activities
- Responsible for ad-hoc duties including assisting with the review and maintenance of the Standard Operating Procedures (SOPs), reviewing regulatory invoices prior to submission to Finance for payment, supporting the UK Regulatory Affairs Director and the Compliance Director with Internal Audit or Regulatory Assurance reviews, review.
- Comply with Gallagher Professional Standards manual in accordance with statutory requirements for role
- Be familiar with Gallagher approach to current regulatory and compliance initiatives in order to meet the FCA’s expectations of a fixed portfolio firm.
- Assist the UK Regulatory Affairs Director and Compliance Director in developing and maintaining productive relationships with internal stakeholders and forging productive and creditable working relationships with regulators.
About You- Excellent working knowledge of FCA rules and their application to insurance brokers.
- Previous involvement in work associated with the Senior Management & Certification Regime.
- Detailed technical knowledge of, and experience of the working within, the UK regulatory framework as it applies to insurance brokers.
- Understanding of latest regulatory developments and key current issues facing insurance brokers.
- Able to get up to speed on new subjects quickly and deliver high quality output within tight deadlines.
- Be able to get up to speed on new subjects quickly and deliver high quality written material within tight deadlines
- Previous knowledge of communicating with the FCA including in depth understanding of the FCA Connect and RegData systems
- Strong organisational skills and ability to enjoy working well under pressure
